With some conversion works (mainly guns) and good mark choices, you can even make it into a good army in general (not top tier turny army, but a good army) I’ll be getting the non limited edition at some point next month, not fussed about the chaplain guy and its significantly cheaper from wayland than the LE one. For a relatively small points force it's pretty well balanced for small games, being generally average at most things but brilliant at nothing. The inclusion of Belial into the basic starter set would have greatly boosted its ability — and would have made it a legal list. Thinking it through, there are plenty of changes one could make by changing and adding to it, but just additions is more of a challenge. Your situation may dictate other solutions including Drop Pods, or not using transports at all, that's fine.

On the Devastator squad, arm them as you like. I've always liked two lascannons in there, yes plasma cannons are risky so substitute the next best weapon, the missile launcher, you don't fancy making Gets Hot saves. Overall, for 2012, this release was a huge warm welcome for Chaos and Dark Angels players. There was a lot to be said about the initial release for where the whole world was in the hobby journey at that time. Looking into the 2019 MTO release, there are a few things that have changed that you may have overlooked… 2019 Dark Vengeance MTO Release Not much to add, I think half a DV is a very good start for Chaos, you generally want a few big models like a Hellturkey, or two. So you would get those seperately anyway. You should decide on where you want to go before going e bay. I would want plenty more cultists, others want plenty of marines... You mention conversions, the chosen won't be too hard to weapon/hand/arm swap to suit your needs. I think many people swap out the power weapons for knives and call them plague marines (plague marines have bolter, bolt pistol but plague knife instead of ccw). I guess you could make them into some tooled down chosen or plain chaos marines or whatever too. You could probably turn the lord into a regular guy/champ too if you want a drastically different leader (like a jugger lord or a biker lord). Once again, the set was almost overflowing with miniatures for each army, and featured the first appearance of dedicated models for Chaos Cultists, Chosen, and a reimagining of the Chaos Dreadnought of old in the form of a fearsome Helbrute . It's a better way to start DA than CSM, I think. You do end up with about 5-600pts depending on how you gear your models but you don't have most of the CSM core necessities and you're hilariously underarmed for the points. In the end it all depends on how competitive you want to be. Chaos lords/sorcerers are mostly seen on bikes, Chosen and Helbrutes are rarely seen in tournaments. This week is the release of the Limited Edition Box set from Games Workshop, followed next week by the “normal” box set. It would probably be worthwhile to combat squad the Tactical squad and put the Sergeant and meltagun in the transport, the lascannon combat squad remains on the table.
